Alberta Foreign Ownership Declaration Form 3 Citizenship and Corporate Declaration for Non-Canadians, Non-Permanent Residents and Foreign Controlled Corporations. A foreign ownership declaration must be provided by every beneficial owner of controlled land (land outside municipal boundaries) in the Province of Alberta. This form of declaration is to be given by persons who are not Canadian citizens or permanent residents, or corporations which are foreign controlled (i.e. a majority of the voting shares are held by non-Canadians). The form is in MS Word format and can be completed either by hand or on a computer and filed with the Foreign Ownership of Land Administration office. This is a Canadian form, GS 25 (99/06).
