Alberta Foreign Ownership Declaration Form 1 for Canadian Citizens & Permanent Residents A foreign ownership declaration must be provided by every beneficial owner of controlled land (land outside municipal boundaries) in the Province of Alberta. This form of declaration is to be given by Canadian citizens and permanent residents. The form is in MS Word format and can be completed either by hand or on a computer and filed with the Foreign Ownership of Land Administration office. This is a Canadian form, GS 23 (99/06).
