Some cities in Minnesota require landlords to obtain a license before they can lease or rent their apartments. Before you list a unit for rent, check with your local authorities to find out if you need to get a license first.
A landlord is allowed to charge prospective tenants a screening fee unless the landlord knows that there is no unit available for rent at that time or in the reasonably foreseeable future. You must issue a receipt for every screening fee collected, and you cannot use or deposit an applicant's screening fee until all prior applicants have either been rejected or have declined to rent the unit.
